HUD NSPIRE consulting and physical condition assessments
Experienced inspectors helping PHAs and multifamily owners prepare for and respond to HUD NSPIRE physical condition inspections.
Overview
HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE) define how the condition of HUD-assisted housing is inspected and scored. CodeSure's HUD NSPIRE Program Consulting & Assessments service helps public housing authorities (PHAs), multifamily owners, and property managers understand those standards, find problems before an inspector does, and respond when deficiencies are cited.
CodeSure was founded by two former HUD leaders who helped build NSPIRE. Rich Scalzo spent more than 16 years with HUD's Real Estate Assessment Center (REAC) and played a central role in developing NSPIRE, earning the 2024 HUD Secretary's Award for Innovation. Marty Maldonado served as General Engineer and Deputy to the NSPIRE Quality Assurance Division Director, helping lead the national implementation of the standards. That first-hand knowledge shapes every assessment we perform.
