Where code compliance expertise meets practical solutions
CodeSure Consulting Group was built by career code officials who saw housing authorities and building departments stretched thin — and set out to give them field-ready expertise on demand.
From field inspectors to a national compliance practice
What started as a two-person shop has grown into a full-service compliance practice, without losing the field-first mindset that got us here.

He oversaw housing quality initiatives, inspection operations, quality assurance programs, inspector certification, technology modernization, and operational reviews across the United States and its territories.
Before HUD, Marty served with distinction during a 20-year career in the U.S. Army and held senior leadership positions with the Army, NATO, and the U.S. Army Corps of Engineers. He is a retired U.S. Army officer, native Spanish speaker, and recipient of multiple distinguished service awards.

Rich Scalzo
Rich Scalzo brings decades of physical inspection and code compliance expertise spanning federal housing oversight, private sector engineering, and hands-on construction management. He spent more than 16 years with HUD’s Real Estate Assessment Center (REAC), serving as Program Manager and Business Area Director for the Quality Assurance Division, where he led national inspection standards enforcement, directed multidisciplinary teams of engineers and QA inspectors, and played a central role in the development of NSPIRE from its inception — work recognized with the 2024 HUD Secretary’s Award for Innovation. Richard also served as both a classroom and field inspection trainer for HUD, shaping inspector development nationwide.
Beyond his federal service, Rich has extensive private sector experience, including leading code compliance operations for a national engineering firm and owning and operating a construction company, where he oversaw plan review, permitting, field inspections, and full-cycle project delivery. This combination of regulatory, engineering, and construction leadership gives him a uniquely practical understanding of how standards translate into real-world building conditions.
Rich holds Florida Building Code Administrator (Building Official) licensure and maintains a broad suite of ICC certifications across commercial and residential building, plumbing, electrical, mechanical, and fire disciplines. He has participated in ICC, NFPA, and ASTM working groups, giving him rare, ground-level insight into how NSPIRE and building code standards are written, interpreted, and enforced across both public and private housing environments.
At CodeSure, Rich’s multidisciplinary background — federal oversight, engineering QA, and construction operations — provides clients with unmatched expertise in NSPIRE compliance, inspection readiness, and quality assurance.
Experience matters when compliance is on the line.
